FAQ: Are GPS Repeaters permitted in Australia?

GPS repeaters can be legal in Australia, but some restrictions and regulations must be followed to ensure compliance with the law.

The Australian Communications and Media Authority (ACMA) regulates the use of GPS repeaters in Australia, and it is important to comply with their regulations to avoid fines or legal action. In general, GPS repeaters are only legal if they meet specific requirements, such as:

    • They must be designed to receive and re-transmit GPS signals without causing harmful interference to other wireless services.
    • They must be licensed by the ACMA and operated in compliance with the conditions of the license.
    • They must not be used to interfere with or disrupt GPS signals used by emergency services, aircraft, or other critical applications.

It is also important to note that GPS repeaters that are not properly licensed or operated in compliance with the ACMA regulations can cause harmful interference to other wireless services and disrupt GPS signals, which can have serious consequences. Therefore, it is recommended to consult with the ACMA or a qualified professional before installing a GPS repeater in Australia.

    Information from ACMA

Mobile phone boosters/amplifiers, regardless of where they are intended to be used by third parties (i.e. not a mobile telecommunications carrier), are a prohibited device and cannot be legally used in Australia.

All radiocommunications transmitters operating in Australia, its territories and its territorial waters do so under the authority of an Australian Communications and Media Authority (ACMA) issued spectrum, apparatus or class license.

A mobile telephone booster/amplifier and/or repeater is a radiocommunications transmitter and therefore can only be operated in Australia under the authority of an ACMA issued radiocommunications license, or with the permission of the current licensees.

    • The radio spectrum in which these mobile telephone booster/amplifiers and/or repeaters operate, is exclusively licensed to the mobile telephone carriers (including Telstra, Optus and Vodafone).
    • There are no mobile telephone booster/amplifiers and/or repeaters licensed for use in Australia, with the exception of those operated by the mobile telephone carriers who may install and operate these or similar devices as part of their networks under their licenses.
    • Third parties cannot be given licenses by the ACMA to operate mobile telephone booster/amplifiers and/or repeaters in this spectrum. You would need the permission of the licensees (the mobile telephone carriers.

There have been several instances where mobile telephone booster/amplifiers and/or repeaters have been imported into Australia from overseas and the subsequent use has resulted in interference to mobile telephone networks. ACMA has seized several of these devices and appropriate compliance enforcement action was taken under the Radiocommunications Act 1992.

Severe criminal penalties, including court imposed penalties up to $165,000.00 or 2 years imprisonment, exist under the Radiocommunications Act 1992 for the unlawful possession of and/or the use of these devices. Telecommunications carriers may also initiate civil legal action against users for any losses suffered due to the use of these devices the users may subsequently be able to take civil action against the suppliers.

Summary of mobile phone booster prohibition

You cannot legally use a booster or repeater for better mobile phone reception.

    Reasons:

    • A booster or repeater is classed as a transmitter.
    • You need a licence to operate a transmitter.
    • The booster would be re-transmitting in the same radio frequency spectrum covered by the Spectrum licences owned by the mobile service providers (the Carriers).
    • You cannot legally transmit in the frequencies allocated to the carriers by their licences, without their permission.

Mobile phone boosters banned – Information for consumers:
    http://www.acma.gov.au/theACMA/mobile-phone-boosters-banned-information-for-consumers

    Alternatives:

Contact your mobile carrier (you mobile phone service provider) to ascertain if they are able to offer you any alternatives, or:

You might find the following alternatives suggested if you were to search on-line for solutions and information, depending on which is most suitable for your phone and situation:

    • install a “car kit” for your home, or
    • install an external antenna which is cable connected inside either directly to connector on the phone or via an inductive coupler if your phone is without provision for connection of an external antenna, or
    • install a passive indoor antenna. Pick up some coaxial cable (enough to go from the outside of your home to the inside) and two antennas with coaxial connections from your nearest electronics store. Place your outside antenna in a location with a strong signal and run the cable into your home. Try running your cable through a window at first to make sure the passive antenna will help improve signal strength before you drill into your home. After connecting both the outdoor and indoor antennas check your signal strength, as it should be improved at this time.

You may still need to check with your Carrier or Service Provider (i.e. Telstra, Optus, 3, Vodafone, Virgin etc) to verify that these suggestions are acceptable under their Spectrum Licence conditions.

    Times Microwave Systems

    Times Microwave Systems

    • Electronic Warfare RF/Microwave Interconnect Systems
    • Integrated Logistics Support and Field Engineering Services

Times Microwave Systems are the global leader in the design and manufacture of sophisticated ultra high performance RF/Microwave coaxial cabling systems for Airborne, Land-based and Naval Electronic Warfare applications.

For over 35 years, they have been entrusted with providing the RF/Microwave coaxial interconnect systems for the world’s most sophisticated Electronic Warfare equipped platforms.

Such previous international applications include F-4, F-5, F-14, F-15, F-16, F-18, F-22, Eurofighter Typhoon, Jas Gripen, Mirage 2000-5, Tornado, Eurocopter NH 90, Longbow Apache and a host of other airborne, naval and ground based systems.

As the level of sophistication of today’s Electronic Warfare systems grows, there is a rapidly growing dependency on the RF/Microwave RF Cabling system to perform to ever increasing levels of electrical performance, reliability and maintainability.

Any degradation in the performance of these cabling systems will have a direct impact on either the detection range, bearing resolution accuracy or jamming capability of these mission critical systems.

It is also the case that the majority of Electronic Warfare Systems available today have no built in test facility which checks outside of the system boxes to verify that the electrical performance of the EW RF/Microwave coaxial cabling system is still servicable.

Should the performance of the RF/Microwave Coaxial cable interconnect system by degraded due to mechanical damage of the cable assemblies during initial installation or through servicing, this would remain undetected and could result in severely degraded EW system performance and thus platform vulnerability to attack.

    Experiences by armed forces throughout the world in recent conflicts have alarmingly exposed severe shortcomings in this area due to a variery of factors such as;

    • Original specification and selection of RF/Microwave coaxial cable assemblies by platform manufacturers or EW System suppliers which are not fit for purpose for Military applications.
    • Lack of appreciation of the care required when dealing with the integration of Microwave Coaxial Cable technology, resulting in mechanical damage and the corresponding degradation of electrical performance at the intial installation stage.
    • Lack of a suitable RF/Microwave coaxial cable test and verification capability by platform manufacturers and lack of skilled personnel in this field.
    • Lack of test equipment, skilled personnel and a cable maintenance and test policy by end users to verify cable assembly performances and thus mitigate this serious risk.

Today Times Microwave Systems are working with front line forces throughout the world to cpmpletely remove and replace the RF/Microwave coaxial cable interconnect systems in over 800 fast fighter jet aircraft.

These platforms have been identified as suffering from severly degraded electrical performance or chronic reliability problems resulting in significant increases in Maintenance Man Hours, reduced asset availability, high through life costs and loss of confidence in the EW system by air crew.

The cost of this major rectification work is extremely high, but necessary however to restore the performance of these mission critical Defensive Aids systems.

To address this clear need, Times Microwave Systems are now offering a range of Integrated Logistics Support and Field Engineering services and solutions which, if utilised, will result in mitigation of the above risks.

Individual support packages are available which are tailored to meet the needs of OEM platform manufacturers, system designers, integration companies and armed forces throughout the world.
